George Gilmore and Attorney-Councilman Gregory McGuckin
altered the dates on Gilmore’s $90,000 administrative code
contract with the township in 2004 so Gilmore could bill the
taxpayers for $23,000 of time Gilmore says he put in before
the new Toms River government even took office.
The original contract began
January 2, 2004. The code flim flam, which was covered in
detail in the last issue of OCP, involved “work” supposedly
performed in November and December of 2003, before the firm
was even retained, by Gilmore attorney Melanie Donohue.

In December of 2004, Democrat
Township Attorney Marc Troncone, was allowed to run a
similar scam by increasing his $60,000 contract for the
first 6 months of 2004 by $54,385. The additional $54,385
was approved by McGuckin nearly 5 months after the original
contract was paid in full.
So taxpayers were scammed out
of $78,000 by McGuckin, Donohue and Gilmore, in addition to
the original $90,000 contract, which was largely useless in
the first place.
