Republican Political Boss R. C. Clement, the former Police Chief who
has been lying to the public about the cost of the proposed change of
government, has also been scamming the taxpayers by collecting double
on health benefits he and his wife Debbie receive from the township
AND the municipal utilities authority.
The double dip health benefits coverage, that the Clements don't need
and couldn't legitimately use in any event, costs the taxpayers about
$12,000 extra each year.

The double dip benefits scam, started in the 1980's by former State
Assemblywoman and State Lottery Department “Director” Virginia Haines,
has cost taxpayers more than $300,000 for extra double dip health
coverages, because cronies of Haines and Clement, handed rubber stamp
patronage appointments in addition to their public payroll jobs, have
been grabbing the extra benefits and ripping off the taxpayers
wholesale.
Haines is the same patronage recipient who used her position at the
State Lottery to expend more than $103,000 in public funds for more
than 100 vacation junkets for herself and two other politically
appointed lottery employees.
The double dip health benefits scam, in the case of the Clements,
works as follows: R. C. Clement, as a former police chief, is given
“free” health coverage by the township for himself and his wife
Debbie.
Debbie Was An Alternate Commissioner, But
Took Expensive Health Benefits Anyway
But RC had Debbie appointed to the DMUA as one of the worthless
“Alternate” Commissioners on the payroll at a $2000 salary plus health
benefits if the “alternate” is not covered by another policy.
Debbie apparently never told the DMUA management she was already
covered by RC’s “free” policy paid by the township, so she proceeded
to glom off a second “free husband and wife” policy costing the
taxpayers an extra $8800.
RC’s township policy costs taxpayers $12,300 because RC, who is 82, is
forcing the township to pay for a “family coverage” which costs about
$4600 more than a “husband and wife” policy.
“Family” policies cover a husband and wife and any minor children. All
of the Clements’ children reached their majorities many years ago.
R. C. Clement may be the only octogenarian in New Jersey with enough
Chutzpah left to demand free “family” coverage from the taxpayers. So
the Township and the DMUA are spending more than $21,000 to satiate
the Clements’ greed, of which more than $12,000 is completely wasted.
Is This Really Legal?? Are Clement And Haines
Role Models For Our Children??
Both RC and Haines, who have been collectively responsible for
throwing away more than $300,000 in unnecessary spending on the costly
and possibly illegal double dip health benefits scam, like to think of
themselves role models for young people.
Are all former police chiefs and all $107,000 patronage flunkies
childrens’ role models?
If there are any ambitious little manipulators lurking in the grammar
schools who want sage advice for the future, they could do no better
than call RC and get knowledgeable advice on how to rip off the public
and lie to the taxpayers.
Haines can be reached by calling Town Hall and asking for the
Office Of Double Dip Benefits And Other Ripoffs, which can partially
fill the curious kiddies in on the dimensions of her own greed. (for
